Speculation:

Is there a chance that Flutter hasn't even actually taken any flights into/out of Charlotte and having Chris meet her at that Airport is a diversion? When Chris picks her up from the airport she could have arrived by other means like a bus or being dropped off by someone else well before Chris arrives. On departure she could get out of the car and say her goodbyes to Chris and then just hang out or hide in the bathroom for 20 minutes until Chris is definitely gone and then just never go past security and instead divert to another area where she can be picked up or leave the airport by other means. All she would have to do is claim to be on a certain flight and pull up that number to show him when she has to arrive based on departure time. Chris probably isn't asking to see her boarding pass, and even if he did it would be easy to fake one because almost everyone gets QR boarding passes nowadays delivered their email.

we also cannot really prove chris met flutter via the prison letters that could be an excuse or half truth done to try and put people off the trail. with how far gone he is i do not think his words should be taken as full truth unless proven otherwise. everything involving flutter feels like its meant to put people on a wild goose chase so anything is possible.

Even a lot of the photos taken by people who take photos of people who don't want to be photographed for a living are not that good.
And that is considering they can only sell the best.

While phones have pretty good cameras these days, they don't have superfast shutters and massive zoom lenses.
It's not that hard to avoid randoms trying to hurriedly take snaps of you.
Especially when they have to take their phone out, turn the camera on, and try to discreetly point it while trying not to alert her when she is not standing still.
Even the candid shots of Chris we have seen recently are not that good, we only know it is him for sure because there are so many better photos of him to compare them to.

I think the only real foolproof way to get a clear shot of her is if she and Chris have a legitimate encounter with the police and the bodycam footage is later released.
It would be reasonable for a police officer to ask her to remove any face coverings, and have a conversation close to and long enough with her for a good view of her.

I am not advocating anyone call the police on Flutter and Chris if she is seen with him in public, for no reason.

Phone cameras still need to focus in on a subject, which is why I think most pictures of Flutter are blurry. She's definitely more than aware of who Chris is and the kind of people that follow him. I honestly don't know about the whole Finland theory. Maybe people are connecting dots that just aren't related at all.
Sure she flew in and out of there (allegedly).
But that doesn't mean she's an entire continent away.
Hell I've booked flights + hotels that were a 5-6 hour drive away to go to concerts for the simple fact I just didn't feel like driving to and from the event.
2-3 hours in the air total back and forward vs 10-12 hours in a car for relatively the same travel cost.
I'm taking the flight option personally.
Plus Cabbage had transportation via Chris upon arrival.
