Step 1. Do not refuse a vaccine, otherwise you'll be considered belligerent. Instead you can politely decline the service by doing the following.
Step 2. Ask the doctor if the vaccine has MRC-5 in it (they all do, these are aborted fetal cells and other DNA). If it does, you have the right to decline.
Step 3. Also ask if there is a possibility of a "Iatrogenic reaction"(an adverse reaction caused by multiple compounds or drugs interacting with each other) from the vaccine(they all do.) When the doctor says, "Yes, it does", that's your Get Out of Vaccine Jail Free Card. Thank the doctor for their offer and walk away.
Remember, doctors have sworn the Hippocratic oath(which is to do no harm), and they MUST honor it. This how we can legally (and respectfully) decline their offered mandated services and there is absolutely nothing they can do about it. Now you know.

I've traditionally just declined any given vaccine by saying "No thanks" when the doctor asks if I want it.

Yeah, I can confirm as someone who attempted to submit a religious/moral objection to the vaccine, the powers that be did NOT care one whit about if what they were doing was moral, legal, constitutional or violated anyone's beliefs. No evidence or argument they were presented with was ever dealt with in a fair or transparent manner. At best, submitting paperwork and jumping through the bureaucratic hoops slowed them down a bit, but it didn't stop them.

Ultimately, there were eventually court cases, new laws and other things which forced the vaxxers to stand down, and I suspect that they knew from the very beginning that they would eventually be forced to stand down. But they also knew that the processes which would eventually stop them moved at a snail's pace, and that by the time they were given any official order to stop, they would have already forced their vaxx on the vast majority of the population. And that was the plan from day one. They forced it as hard and as fast as possible, before society as a whole could mobilize a vehement enough rejection of their scam.

Being "belligerent" and flat out refusing while making it clear you were going to inflict as much harm as possible before anyone forced the jab on you was literally the only option. They never had any intention of granting exemptions or negotiating.

I was kept from a particular security job (despite getting a clearance for it) after the department head learned I wasn't clotted. I got finger printed, my photo taken, and the badge was physically made... and same day the badge was taken from me and the "offer" put on hold until I got the clot shot. I still didn't get the clot shot. About a year later was when those restrictions for employment were removed (kindov like how the military dialed it back because recruitment numbers were nigger'd beyond belief). Still didn't go back because the next plandemic that comes around, that place basically confirmed they would do the same shit again and I'd just be fired the next time an unvetted mRNA editor was forced on the public. I work for the government up in Idaho and we had people trying to pressure those that still hadn't gotten vaccinated to do so.

They would leave all kinds of papers and pamphlets explaining the vaccine, etc. I proceeded to use on of their flyers to kill a fly with and a couple others to eat a burger off of

When they returned as asked again, I showed them how much I cared for the information they gave me.

Not many know this, but while doctors might not have to follow the Hippocratic Oath, they do have to abide by Trial By Combat. If, when a doctor is treating you, you challenge him to a duel and subsequently defeat him, you get to diagnose him and can modify your own records.
