You’re equating jokes about fictional characters that don’t exist to an inappropriate joke about a real person who had every right to take exception to it.

This is the very problem right here. People take exception to it because they perceived it to be inappropriate despite no sexual or racial connotation even being made or meant in such statement. Saying "I ate Monica Rial." can be pretty ambiguous, but it could more-than-likely literally mean he ate Monica Rial. Yet, it was reported as having a sexual connotation by Rial, despite nothing to link it to being sexual.

Remember the 2018 Florida midterm elections in the US? When DeSantis said the "monkey it up" comments, people immediately thought it was a racist jab at Gillum, despite that phrase being used by Barack Obama himself? The only people who made the association between monkeys and black people were the people criticizing DeSantis, and it shows more about them than DeSantis. The same goes for Trump's comments on Baltimore this year.

This is the case for a slippery slope, and people will try to link anything into being an offensive statement "to take exception to".

Also, trying or trying not to equate jokes about fictional characters to ones about real people is irrelevant here. Funi's handbook states that "verbal conduct" that consists of this type of commentary constitutes sexual harassment. Nothing was said in that bullet point about having it directed at someone, real or imaginary. It just has to be made, hence "verbal conduct". So, in Funi's mind, just saying "I like titties." or something along the lines of that would constitute sexual harassment.
