Ryzen 6500 is alright, but the RX6500xt can go suck dicks for cock. 4GB VRAM isn't good enough even for 1080p anymore, and devs are only gonna fuck shit up even more as time goes on. I'd jump to a 6600/xt to get 8GB at least. I ran a GTX 1080 with 8GB until a year ago and it held up okay.

So would this be better by a lot? It's only like $100-$150 more I think

up to you, but if you cheap out too much you'll end up buying a better card anyways. the 3050 is the cheapest card with more then 4gb according to pcpartpicker

No. It's 7 years old. It's going to be out of support soon enough. Additionally, the reason I recommended the 3050 is that DLSS massively increases the viability of a GPU. I wouldn't recommend anything other than a 30 or 40 series NVIDIA right now, unless FSR4 ends up running on some of the older Radeons.
 
The mine being shut down for a long time is the best case scenario. It gives China time to establish its own supply chain, so that when the yank mine is back online, there is competition to lower the prices and spur progress. A resource monopoly, especially one controlled by the USA, is a vile thing that inhibits progress.
Spruce Pine is one of a kind for this kind of quartz. There are other high-purity quartz deposits but they're all roughly a step below what you get out of Spruce Pine. Hence why there's a Belgian mining conglomerate running it.

If the Chinese had an alternative, they would have already spun it up to try and price SP out of the market like they did with rare earths. You can substitute by purifying quartz yourself but it massively increases the cost. China does actually play in this market via Pacific Quartz but they primarily serve as a processor rather than a miner - most of their high-end processed quartz comes from silica mined in US, Brazil, and Africa.

The problem is that everything under $300 is junk that's just going to cost you more in the long-run. For $150 more you can get a 4060 which is going to be a massive step up in raw performance, have driver support for much longer, and give you access to DLSS which'll be helpful if you ever do want to play a modern, demanding game. And for an extra $50 you can get a 7700 XT which would then put you firmly in the midrange.

If you absolutely need to scrimp and save on a GPU, I would not buy anything older than a GTX 1000 series or RX 5000 series. But the used market sucks ass and nothing is selling for that good of a price vs what you can get new.
 
If you only have 300 and dont care about ray tracing or AI at all and play 1080p just get an old flagship card. Heres a 12GB Titan XP with dp1.4 for $299, can probably even find it cheaper. Huge step up over the 3050 otherwise.

For $300 you can get a 4060 that is about equal to it in raw speed and can also do DLSS + frame gen.

oh wow you are right. I hadnt looked at the price of the non TI's lately. thats actually not bad considering -4060 is pretty much same in terms of power + dlss yes, I retract my statement.
 
I've got a 4060Ti in my server right now, for transcoding and some AI (it's the 16GB model), it games just fine, even in 4k (either with DLSS on high, which doesn't actually look as bad as you'd think, or with things like shadows turned way down). I imagine it would be a perfect card for 1080 or 1440p.

The more sensible listings are around $200. I still wouldn't pay that much. If you're poor as fuck then consider something like an AMD RX 590 as they can be had for about $60-$80 now and according to the most reliable source in the world (UserBenchmark), an RTX 3050 is only about 30% better.

The other thing that's nice about the 4060 is you can get it in a low-profile/SFF configuration and throw it in almost anything. I've even considered picking one up to build a small gaming/media PC to stick under my television when I don't feel like sitting at my desk.
If prices at the low end (new) were better, I'd consider going even lower with a 75W card, slipped into any small machine. For example the RTX 3050 6GB, or Arc A380. AMD's RX 6400 is not a good card for an HTPC/gaming combo (crap decode/encode, 4 GB, etc.), so we'll have to see if they make an RX 7400/7500 based on Navi 33.

The port strike is over, now we wait to see if that North Carolina quartz mine closure is going to wreck the industry.

would a quadro k6000 with 16gb ram be good for giving to a Windows 10 VM in KVM that has access to 4 cores (8 threads) of a Xeon 2696 v3 and 8-16GB of ram? it would be used for rendering in solidworks and mastercam, and possibly remote steam play if the framerate over the network is sufficient. I can get one off facebook marketplace for $100 cad, $75usd

though I could give windows half the cores ( 9 of 18 ) and 32gb of ram as the main linux system won't be pushed hard and the homeassistant vm won't need much

It's a Kepler card so it might not be great for rendering compared to newer cards but it's a steal for $75 so I say go for it

The USA's Mountain Pass Mine sits on one of the richest rare earth deposits in the world. In general, the American Rockies & desert are incredibly mineral-rich territory (the American desert is a dried-out ocean floor, so tons of good stuff there). In 1994, Senator Diane Feinstein sponsored the Desert Wilderness Protection Act, which closed off 8 million acres of desert territory to mining and development, which included all the land surrounding Mountain Pass, effectively blocking off further mining. Her husband, Richard Blum, was an investment banker who obtained exclusive rights to import rare earths from China via one of the companies he owns. Our mine went bankrupt and was sold to a Chinese company that Blum represented in the USA.

Blum has gotten enormously rich off his wife getting him various sweetheart deals to enable him to do business in China, whether it's selling off American companies to China, shutting down American competitors to Chinese companies he invests in, or buying up distressed real estate for pennies on the dollar and selling it to China.

None of this is fiction. It's just the reality of dirty politics. We can't touch our own mineral deposits because a corrupt Senator locked them up so her husband could get richer.
