I swear it was added in an update for Online to make it more difficult for Import/Export activities.so why the hell Rockstar decided to add it into V with the cars baffles me.

It absolutely is, especially when you're trying to haul a carcass into town for sale, the pedestrian leaps in front of you and you and it both go flying off your horse, and naturally he's dead and the cops are showing up out of thin air to start aimbotting you.I can see the point of that sorta of thing if you were in a police chase, make it a bit more interesting, but it happening in normal gameplay is pretty cringe.
Firstly, we will be updating prices for several current vehicles in GTA Online on April 27 to better reflect their value to players. To determine whether, or not you committed the crime, the game checks a bunch of factors. Most importantly, where you are, if someone saw you, if you have blood on you, and if you have a weapon out.
However, the game doesn't check if the blood is actually from the pedestrian, and if the weapon was actually used on them. Meaning, if you have blood from hunting on you, and the weapon you used for said hunting is still out, the game thinks you committed the crime even if you didn't.
It depends on where you are, if there's someone around to discover the body, and how you react to them.And if you have no blood on you and run someone down with a horse?
I mean, the issue here isn't the crime system, its that the game deliberately sends someone into your path on a collision course because reasons, just like as was pointed out in that GTAV video.It depends on where you are, if there's someone around to discover the body, and how you react to them.
If you do that in the middle of town with a bunch of witnesses, yeah, they're gonna think you did it. But if you do that in the middle of bumfuck nowhere, and someone just stumbles across the body, either just stay away, or if they see you, peacefully defuse the situation (ie; don't antagonize, have a weapon out, or be covered in blood), and they'll usually just move along, and let you go.
I say "usually", because WANTED system can still just bug out, but most of the time if you do this, you'll be fine.

They have no qualms being ruthless to achieve their goals, and despite showing "remorse", they repeat the same vicious actions over and over.
They're no better than Francis in that regard; the McCreary brothers all lie to themselves that their ends justify their means.
Francis thinks it's ok to be crooked if it can cover up his criminal ties and make him into a town hero. He chases acclaim from a fake society.
Packie thinks it's ok to be a criminal because he feels things he was denied his place in the criminal underworld and he's only directly harming other criminals. He chases acclaim from a corrupt society.
Gerry thinks it's ok to be a psycho if his actions can have short-term benefits or validate his ideals. He chases acclaim from himself.
Are Packie and Gerry the types you can open a pisswasser with and have a good time? Probably.

I'm between that Francis and Derrick are the worse of the two. It's quite fitting that they'd both turn against each other. Francis is a gangster trying to be a cop; Derrick is a snake that turned on his comrades. It could be argued that Derrick was the reason that Gerry went inside.
