Not really. Every game in the IV-V era has kept to itself and it's boundaries, unlike the III era that interlinked stories and characters to the point R* said there was no story left to tell (bullshit, they just didn't want to pay Hollywood/TV actors anymore).
What's there to reboot anyway? It's not like GTA 9 taking place in then-contemporary NYC in 2056 is going to be affected by the events of GTA IV.
Is this all pre-rendered? Other GTA trailers were all in-engine, weren't they?
Not pre-rendered, but definitely scripted.
There is no way the actual release has that many NPCs at the beach and streets. Go look back at the III trailers where they used better engine/gunfire/crowd sound effects, or the V trailer where the NPCs do more things that just walk and stare awkwardly before doing a short animation and walking again.
Think of it like the V credits intro after Yankton: where it makes the city feel more alive and dynamic than it actually is.
I think most people's problem was that part of RE5 where you go to an african village and they literally wear grass skirts and throw spears.

Your issue is in thinking the delayed pc release is a bug and not a feature. They know damn well at least 20 million people will buy this on ps5 when it launches, only to buy it again on pc, when they would have just bought a pc version and be done with it if they launched simultaneously.
PC was always delayed. In the III era as part of a semi-exclusive clause of their contract with Sony, and in the HD era as you said, to boost sales.
In 3 years you'll get 3 different releases:
- The PS5/XBSX release
- The PC release
- The PS5 pro/SBSXUltraProMaxSuperTurbo release
and eventually the PS6/XBwhatever release. God I wish I could do a job then get paid 3x over for it.
