Again, I haven't watched the show, so maybe my conjecture is off-base. Are the heavenly/angelic beings portrayed as virtuous? Are they portrayed positively? Are they oppressors?
Not counting the fallen angels, there are two ways Angels are portrayed in Hazbin Hotel in terms of groups.
There are exterminators who are bloodthirsty psychopaths who get off on killing damned souls.
Then the rest who are just good virtuous angels who had to be kept hidden about the mass murders the other angels commit.
Now for specific characters there are four important angel characters (that are still in Heaven.)
Adam is basically a dipshit fratbro who is an over the top misogynist and wigger. Probably implied to be if Adam didn't bite into the fruit of knowledge given how he believes he had done nothing wrong and is basically spoiled.
Lute is his loyal right hand man but seems to be more into the "Deus Vult" side of killing
Emily who is a virtuous angel who believes in the concept of redemption and forgiveness.
Then there's Sera whose probably the most poorly written of the angels (or most poorly written character in the show). She endorses the exterminations due to a belief that for some reason Lilith plans this big epic plan to invade Heaven despite having a magic ball that lets her see into Hell, brings the main character, Charlie, into Hell for a trial about the human soul because Lucifer asked for a favor
given how retarded she is, probably only did it due to fear of Hell's retaliation or some bullshit, and didn't want word of the exterminations to the other angels despite bringing in a character who literally has beef with Heaven over it and who knows what would've happened if she tried to endorse it.
