I learned from development notes on Diablo 3 that the developers learned scaling difficulty does not mean scaling quantity, health, and damage proportionally. The easiest way to programatically feign difficulty is to increase health by 100% and damage by 10% and numbers by 0%. Then it feels "more difficult" because it takes longer. Scaling damage or quantity requires much more careful balancing even if it'd be more satisfying. This is why in Starcraft there's a really careful balance in how well 2 Zerglings vs. 1 Marine vs. 1 Zealot perform.I could swear that Helldive and Super Helldive used to feel this way, with the same proportion of chaff, medium and heavy enemies as lower difficulties but lots more enemies overall. I don't know when it changed, or why.
