However, there is a very under-utilized mechanism called a qui tam lawsuit, short for qui tam pro domino rege quam pro se ipso in hac parte sequitur (he who sues on behalf of the King as well as for himself), by which a private party can sue to enforce a law which the Attorney General has declined to prosecute.

As you can probably discern from the excessive use of Latin, this is an ancient writ deriving from common law.

It is usually used in federal courts for suits against government fraud under the False Claims Act, although it could conceivably be invoked under the All Writs Act for other failures of the Attorney General to prosecute clear violations of the law. Generally, the common law writs have been abrogated by statute, although most of the statutes have at least preserved their theoretical existence.

The more interesting question, and one I have no idea about, is what Washington has done with prerogative and extraordinary writs. It's possible that in a case of the Washington AG's dereliction of duty, that someone could file a qui tam. That would really depend on probably obscure and arcane state case law.
