I think he's being given too much leeway in the "he could do better if he tried" department. I forget the psychological term for it but a huge amount of people who are just better than average at something (not hugely better, just slightly above average) will purposely lose interest in getting better because they want that made in mental excuse to themselves that "I could've done better but I just didn't want to".
Paul never could've ended up any way better than what we're seeing. He was a bright little comet of autism that rightfully and predictably burnt out quickly. You can't genuinely say things like "well if he did this a little less autistically he could still be popular" because that was never a realistic option, he is a sped through and through and to change that is essentially saying "well if he was a completely different person he could have done better".
