So Europe is desperate to rearm committing like 800 billion to the process, but it will be for nothing without soldiers. Germany and Britain are both talking about reintroducing conscription but this will likely not happen because would be political suicide. Russia has shown that all the advanced tech in the world is no match for just having more men that has been Ukraine's undoing they can't beat Russia in a war of attrition. Europe needs to get young men to fight fast.

So here is my idea for recruitment propaganda, they will have to tell young men what they want to hear.

So I have an idea for a commiricial appealing to young men, it has 2 women a traditionally ideal European woman with blue eyes and shoulder length brown hair and the other a butch lesbian (she has a role to play don't worry)

so basically it starts with the first one saying heey we need to talk like a relationship and the women alternate lines saying something like this

to the young men of Germany(swap this out for whatever eu country this is in) we want to start out with we are sorry, we haven't always treated you the best we have been bitter and taken you for granted.

But you are special, it was you and people like you who built the greatest civilization on earth and we will always be grateful.

Despite what he might have said before, we need you now more then ever. Russia is gearing up for a final war backed hordes from the east, meanwhile even our own kin from the colonies have abandoned us, Evropa stands alone.

Then they start crying we are scared and we want you we need you. Just win this war if you do it will be last thing we ever ask of you, we will not forget it we will be grateful forever

As a woman all my female friends talk of how scared they are, they will admire so much the men who takes away their fear and wipes their tears. They need you now but in the future they will want you, we talk about how much we love soldiers and how they would make great husbands and fathers

I don't think many European men would willingly go to war only for their country to become "Jihadistan #2". In general countries that do have the mandatory conscription face problems because a lot of the men would rather go to a different country to avoid it or they are in university.

They would rather get fines than deal with it! I guess they don't feel like their countries are worth fighting for whether it be because of the political climate or just the state of the country when it comes to mass immigration of "doctors" and "engineers".

For what reason is there to fight and risk your live over in the modern world? For your family? Most young people dont have a family or bad relation with them. For the country? I would use the argument that a war in Europe would affect countries that are in a key position to fight climate change and have already pledged and set targets to do so, unlike the countries most likely to be the opponent. A war would annihilate all those efforts and have a devastating impact on the climate. A war against countries with a low Climate Change Performance - like Russia - could be astroturfed into a "good vs bad" scenario. Fight for Europe = fight for the climate = the only chance to save the world. Fight against Russia = fight against climate change = the only way to prevent a climate catastrophe. Something along these lines. According to surveys, the threat posed by climate change is one of the biggest worries of Gen Z, so that would be an angle to work with.

That's a tough question unless you go with acts so against the EU they will never happen. Throwing a lot of money on the problem is the classic solution, but you'd need some really large sums to offset people living on welfare and you'd end up with mercenary force working for the highest bidder.

Propaganda is another step, but being pro patriotism and conflict is completely against the EU. Which is defined by petty bureaucrats using economic force for their goals.

The remaining avenue is forced draft. That will get the numbers up, but the costs will be staggering and you end up with a large amount of soldiers (all male and whites since they will be the only ones legally forced into it) with proficiency in weaponary and a lot of grievances.

So option 3 is the best.
