I would make it easier to own property.
Decreased work taxation, and instead increased property taxation, especially homes should be taxed progressively so anyone who have more than single home will pay additionally.

Might be a bit cringe but it does tap into an aspect of the male psyche, particularly young men aged 17-23, so if you want to recruit men to an army modeling your propaganda and messaging to match this type of vibe would probably be effective.

It helps if you have a charismatic leader who men would want to follow into war (metaphorically speaking as leaders no longer lead the charge in battle and haven't for at least a couple hundred years), also the promise of pussy when they return home after victory.
