there's several ways to get men to join the army but none of them will work well for (western) europe.
1) money
this is easy and straightforward, but there's many problems with it.
first, you'll mainly get the poor and desperate to sign up, meaning low quality troops. and since the poor and desperate can just sit on their asses and collect gibs, you won't even get a lot of those. you would have to pay them ridiculous amounts to make it worth it.
second, the mercenaries you get this way don't have real loyalty or conviction. they'll do just fine as long as you're winning, but in a losing situation they break and desert very quickly.
2) force
this is also straightforward but comes with even bigger problems.
first, these slave soldiers will have absolutely terrible morale, even worse than mercenaries. they'll abandon the fight at the first opportunity.
second, the legal system and state institutions in europe are heavily built around left-liberal ideas of human rights, i honestly don't think they could actually succeed with a forced recruitment campaign like this.
and third, this creates very high levels of anger and resentment for the government in the affected people as well as their families and friends. making lots of people hate you while simultaneously giving them weapons and combat training is dangerous for obvious reasons.
3) appeal to patriotism/nationalism/duty
this yields by far the highest quality troops, but is near impossible to achieve in europe because the current ruling class has spent decades actively antagonizing the type of man who cares about such values, to the point where most of them would now prefer to kill starner, macron and scholz rather than fight against putin, xi and khamenei.
