I've come to understand that Discord never wipes any data which should translate to the police being able to determine the IP(s) used by that account.
Other than that it's entirely possible a troll ruined everyone's fun by doing this.

There are WAY more than 10000 people using Discord (over 300 million accounts according to their public statements and I think you'd find it rather difficult (i.e. impossible) to squeeze 300 million unique numeric IDs into #0000-#9999). The same 4 digit suffix does not definitively indicate the same individual.

My point is that it doesn't matter if it is unchanging when there are a potential 30,000+ (and climbing) other people who could have the same 4 digit suffix. It's an indicator of a likelihood, but not absolute proof of identity.
