Cups are much more difficult to put in than tampons, maybe he thinks it will increase the number of young girls who he can ‘assist’.

That shit is as subtle as Jonathan in a beauty pageant. He’s purposely giving “safe” examples like waxing arms, but really wants it to pass with enough vagueness to force women to wax his male genitals.
The most notable part for me here is "because she's not comfortable and her husband won't allow it". A normal person would understand it makes them look like a villain but in his mind this statement shows that he is on the side of progressiveness and inclusiveness and that woman is on the side of transphobia and a regressive religion (lets be real, the woman he's talking about is a Muslim South Asian). A normal person would not have included this information.
