IIRC there was a large scandal in Italy a couple years back. One of the companies doing hazardous waste disposal turned out to be a mafia front company, and, as authorities discovered soon, their disposal method was literally "cast it into a slab of concrete, and to the bottom of the sea it goes". A case of history repeating itself, since there was an insanely huge operation going on from the 1980s well into the 2000s, the Naples waste management crisis.
I live in an area with non-municipal trash/recycling collection, and the smaller towns/villages have transfer stations. (If they don't have their own, they have an intermunicipal agreement with the next town over that does.) Residents can either bring their own items to the transfer station, then there's a bulk collection from there, or they can contract with a private service to do pickup from their homes.
