Okay so the only person whom Kevin could be referring to has to be Ash Coyote, who:
1. lives in Colorado so can be termed "local"
2. has a media presence Kevin could have a parasocial relationship with before meeting them in person, and

I thought I remembered seeing something before the photos of the documentary came out, and sure enough @AJneedsElocution had found not just the twitter but the photos of said person.
