Josh is not the only one getting those flyers, I expect. It's likely the person dispersing them put through the entire complex, informing all his neighbors.

The mugshot and the tag-line "DO NOT APPROACH IF YOU'RE UNDER AGE" may have given his neighours the impression that he's a pedophile.

If they are doing that it's prety fucking shitty, he's many things but he's not a nonce and accusations like that even false ones tend to stick and people act on them.
