Actually, it's about a historically measured and conceptualized ceiling and floor for basic living. It's incredibly flawed and has tons of loopholes and breaks and liens etcetera but there's little about inherent "capitalism" and a push or need for compensation. Minimum wage was and is about spending and the boring internals of budgeting in government systems.
