They generally have a back-up function in multi-party, coalition democracies (at least in Belgium it goes this way).
If it seems like parties are unwilling to compromise to build a coalition (and thus have a functioning government), the monarch assigns a "formateur" - an experienced politician from one of the major parties - who is tasked with trying to build a coalition. Often this allows the political parties to compromise without losing face.

It also complicates the belgian government even more lmao

They're largely figureheads or officials. In some cases they're barely even that but they don't let that get in the way of their weird arguments.

Ironically enough, it was these monarchies that allowed for the rise of social democracy. Monarchs empowered normal people as a way to challenge the power of the aristocracy.

At least European royals admit to being monarchies. Tankies still insist that the fact that virtually all power in NK belonging to the Kims is a coincidence or “imperialist propaganda,” even as the regime declares that Il-Sung and Jong-Il are “Eternal Leaders of the Nation.”
