YouTube seems to already do something like this with YouTube Premium. Friend of mine mentioned that one of the music channels she listens to a lot had a noticeable difference in quality after she was gifted premium. Even confirmed it by opening the video in a private browsing session side-by-side. I wouldn't be surprised if they compress the video/audio more for non-premium users compared to premium users.
Honestly, I will never accept any bullshit about how YouTube has to paywall features and have people pay YouTube to use them because "they don't have enough money". YouTube is owned by Google, and Google is not some piss poor startup that requires donations to stay afloat. Google is worth hundreds of billions of dollars, and they make this much money by harvesting ridiculous amounts of data from you just from you using their services, to the point where they've been fined for GDPR violations a few times. They absolutely can offer 4K video and high bitrate for free, in fact, they should be morally obliged to at least do this much for how badly they violate their user's privacy. All the mongoloids in the comments saying that "b-but it costs moni for uboob to host dis" are fucking braindead and delusional, Google has more than enough money to host this shit, it's just they are so greedy that they will make you pay extra from your own pocket just to get more revenue. And I say fuck that, because they are already making enough money from me, I'm not giving them more.
Linus has already proven to be incapable of even basic statistics. He showed a graph of views that was steadily decreasing the same rate everywhere yet he thinks that his thumbnail/title change affected the trend at this one specific point. Any statistics he presents is always misleading.
