Yep, that's what I did without any issues (Vanilla VISA card). I did use an arbitrary U.S. zip code, not sure if that will be a problem if you get the card in Europe.

If you can buy it in a supermarket, sure. I tried an online place and it was blocked to buy with any normal payment method (visa, PayPal, Applepay).
