From my research the payee was assigned by the adminstrative judge when the tugboat was awarded to Lucas. The only way he could not have a payee would be to petition the court that he no longer needs one. To prove this he would have to show he is competent. Things like having stable housing, being compliant with medical and mental health care, and possibly a recommendation from a case manager. Lucas is the exact opposite of competent and that request would be quickly denied by the administrative law judge.

Indeed. Not that lucas has enough brains to figure that out. One of my pet Wernology theories is that Lucas hasn't changed much since 1995. He has the same desires and motivations, but they are less socially acceptable as the years go by. In 1995, his terrible longing for hot teen poonaner wouldn't be horrifying, just pathetic. 25 years later it is both. He's been chasing his tail, micro dick in hand, for a quarter century.

I'm curious about when he felt his age was to blame for his dry wiener, and what excuses it replaced.

For example, Lucas at 19: a fat HS drop out working at McDonalds, fantasizing about doing ass stuff to the "smart pretty interesting girls" that have always shunned him. Nothing going for him, but at least he's not 40 yet. Does he complain that Capitalists, Papists, or Glow Niggers are holding him back? Preppy kids?
