Lots of mental health places also offer housing, or work with places that provide housing. The kicker is that you have to be receiving services usually. They're not going to give him a place if he's not on meds and in therapy. It's not a regular apartment, it's an assisted living place for people who have severe mental illnesses and are/have been homeless. They're not gonna let Lucas live there in his current state without agreeing to treatment, he'd be too disruptive to other resident's recovery. And I really hope they google him and find this thread and his Facebook accounts, because they need to know about his obsession with barely legal women. Some of the people in his housing unit might fit his victim profile (he's a sexual predator, let's not mince words) and the authorities need to know about it.

I'd hope that they also force him to stop wasting his food stamps giving away junk food to complete strangers. And possibly get some type of job, even if it's extremely part time. All this alone time with the internet is only making him crazier. If they really want to rehabilitate him and alleviate some of his problems, they would try to get him into some sort of hobby groups (painting, welding, creative writing, dance, sports, w/e) and away from the internet altogether as it's doing nothing but adding fuel to the fire.
I know that's just wishful thinking though. Even if they did attempt to get him off the computer and stop jerking off to teenage girls all day, he'd find some way to weasel out of it. He strikes me as extremely noncompliant towards any type of help offered. They'd get him a job and he'd dick around and get fired somehow while blaming not getting laid by a 13 year old as the reason why he couldn't show up.

Not only is he not on insulin, but he seems to be eating pretty unhealthy food.. he brags about fried chicken, and there are pictures of desserts on his facebook. That's not good.

Maybe the real reason why the only food he "charitably" gives away is candy. Here's hoping diabetic coma gets him before he gets his hands on some innocent person and attacks them for china or out of jealousy/coming between him and a woman.
As a whole I feel very bad for people with schizophrenia, however Lucas needs to be humanely isolated and forcibly medicated before he assaults someone (which probably won't happen because even if there were resources to spare for him, from what I understand it's hard to commit someone to treatment against their will, but whatever)
Do we know if he has type 1 or type 2? I'm guessing since he is still alive it's type 2. Still bad he isn't taking it, but depending on the situation and type it isn't necessarily a death sentence, especially since he lost all that weight

A T2 that becomes requires insulin to manage blood sugar will die without it in the same way. Oddly enough, that weight loss is probably what let him keep his sugar under DKA levels.

T2 doesn't start out as insulin dependent. It can easily progress to that stage, and often does. Once you reach the stage of insulin dependence, you're pretty much on insulin for life after that, unless you have major weight loss.
