He IS retarded, but in this case he's not necessarily misusing if he's being delusional (or lying).
Either Lucas thinks he actually had a chance with any of those women, and in his schizo mind he could have hooked up with them if he wanted. In which case the use of that phrase is correct, but the scenario described inaccurate because there is no way Lucas the Ragman Spokane Pedofreak had a chance with any of those waitresses.

This was a video that Lucas made after he had been turned down for a supposed date, obviously a catfish, it's long form, and what I love about it is how you can see Lucas changing in a single video, with the assistance of alcohol, from smug, overly-confident dreamworld Lucas, being Plenty Good (TM & Co.) and telling women to not "Put up with those boys", to one of the most scary examples of an extreme bipolar shift into.... not just anger, but fury, where by the end of the video Lucas is actually arguing with a phantom, or part of himself, it's hard to tell.
He answers questions that aren't asked in a very odd way: "What are YOU entitled to?" he says, emphasizing "YOU", as if his outburst was preceded by someone asking him what HE was entitled to.
He also addresses a "Melania", seemingly Trump's wife, but the context makes it unclear even for Lucas. There's several bits like this in the video.
The trigger for his fury seems to be after he decides that he doesn't know how to attract women, (Yes, there are moments of almost lucidity in the midst of the braggadocio and rage) and during his wandering brain-diarrhea diatribe, he hits on the idea of wanting to be alone with a woman, not in a group with other men.
After this thought comes out of his mouth, he goes into straight rage mode. At the time, this was the most dramatic example of his bipolar rapid cycling that I had ever seen, and not being familiar with such behavior, it shocked me in its dramatic unhinged-ness.
In any case, it's my favorite.
