If it wasn't for the fact that I don't recognise her, she might well have been one of my exs. Shame she's getting fat.

Taxpayers of NY. She lives in public housing, so free apartment, gets food stamps/welfare so food and spending cash covered, Medicaid takes care of her medical/psych costs. Her family probably helped her get set up and dealt with all the red tape to get her set-up. I’d guess she probably gets some help from Jewish charities that help the mentally ill.
Parents of mentally ill adult children pretty much have to let them become impoverished so they can get Medicaid covered psych help. Very few ppl are wealthy enough to pay the costs for life long psychiatric care, one inpatient stay costs six figures in less than a month. The downside is the child can cut all ties, refuse to be compliant with treatment and spend her days dancing one the streets in a lace bra abs threatening the FBI and actors.
I do find it confusing that she’s Dx as bipolar. She seems like a classic schizophrenic, even down to age of onset in her 20’s. It’s explains her going from normal life to this.

She hasn't been on Twitter in a week, so quite possibly another trip to the psych ward. Some of her recent tweets were taken down due to violating the Twitter rules, so a temporary suspension is also a possibility.
Big update. Psych ward confirmed, these videos are from October 12. She filmed herself getting taken away, then filmed herself inside the psych ward while employees try talking to her. She ignores them to schizobabble about Miss America.
Not sure what the deal is with the garbage bag.
I believe there is some sort of care system in place for her dog. This isn't her first rodeo with the psych ward.

Why the fuck do they let her keep holding a camera and recording them (and her rants) with it if she's being committed involuntarily?
Why does she roll the camera back and forth like that?!?! I didn't know there was something more annoying than portrait-oriented videos until now. But here we are. The bigger sin is that nobody smacked her for doing that before confiscating the phone.

My guess would be an Eruv, given that it's an area with a highly concentrated jewish population. Not sure why it's plugged into the car, though.

It's likely the cord for a diesel block heater, also called a glowplug, something pretty common in the mini-mod style of ambulance. It's essentially a small heater that keeps the engine block warm because diesel engines do not have spark plugs but diesel fuel requires a higher combustion temperature to run, and is just plugged into 220v like from a house. Not sure why they'd have it plugged in on what looks to be a temperate sunny day, but it's possible that they plug it in constantly out of habit.
