I see.I think he wants the best of both worlds, the safety offered by modern cars is unparalleled but he doesn't want to have to deal with "smart" bullshit which I can understand. Cars from 90s are plenty safe for most types of accidents but it's hard to ignore the vast gulf between the safety tech and cars then and vs now, hell even in the last 15 years there's a missive difference. A lot of it is being driven by new regulation so even new cheap cars get a lot of the same tech and construction that would've made them premium 10, 15 years ago. That's expensive so costs have to be cut somewhere, it's why cheap cars often have lackluster interiors and are lacking in pretty much any tech that isn't a CD player.
You’re right about safety features coming along. Stuff like automatic braking and airbag protection has improved drastically, to where they keep having to update the standards.
Cheaper brands don’t always do well. Dacia for example is good value for money but doesn’t score well in testing. The economy end of Korean or Japanese brands might be the best bet.
Personally I have a total blind spot for this stuff and don’t even consider it. My daily driver has no airbags or ABS, no pre-tensioners, no SIPS, no collapsible steering column… Probably a false sense of security from never having crashed.
