enable containers can some time fix docker
Try Disable Hyper-V Management Tools and Hyper-V
Disable H-V can fix docker from freezing your computer..
I think the real issue is I rand Docker and VMWare at the same time. I was using VMWare to build for x86_64 Linux and Docker to run it. There must be some weird conflict between them.
I've uninstalled VMWare and I'm going to enable the Windows features for containers. I don't know how they even worked with those off. I must have reformatted at some point and forgot to re-enable them.
I really think the guy who said the VMs were writing into OS memory were correct.
