Argument: The above thesis is the conclusion drawn by neoconservatives from their analysis of America’s foreign policy during the ‘90s and reflects their belief that the Clinton era created the conditions that allowed the 9/11 terrorist attacks to take place.
During the Cold War, the entire world was effectively policed to some degree by the reigning Super Powers. Where the Soviet Union had significant influence the U.S. paid close attention and vice versa. Where neither held a preponderance of influence, both maintained a level of vigilance to guard against the other suddenly gaining ascendancy.
With the collapse of the Soviet Union, Russia turned all of its attentions inward. American foreign policy after ‘92 shifted from vigilance against the threat of Communism to negotiation on behalf of American corporations to gain access to newly opening markets in the Second World. Where there were no new markets to enter, the U.S. basically stopped paying attention.
Western oil interests in the Middle East in general and in Saudi Arabia in particular have been a sore point with Islamic fundamentalists since the interwar period. Fortunately for the West, the Saudi royal family loves exchanging access to oil for Western capital (which they then spend on opulent Western comforts). This has motivated the Saudis to clamp down hard on any opposition to this arrangement, especially the radical Islamists railing against the intrusion of “infidels” into “the land of the two holy cities” and issuing fatwas against the West.
These elements spent the Cold War searching for safe havens where they could organize and prepare their jihad. They tried overthrowing the secular Egyptian government but ultimately failed to gain power there. Iran after the revolution would have been a good candidate except that the Iranians follow the “wrong” version of Islam. The Soviet occupation of Afghanistan inspired thousands to become Mujahideen (including Osama bin Laden and the other major Al-Qaeda leaders). The Soviet (and American) withdrawal from Afghanistan and the comorbidity of the Soviet Empire created a blind spot in the system of the world. Even the Pakistani ISI stopped paying attention; they were more concerned with India.
In the landlocked, mountainous wastes of Afghanistan, Islamic fundamentalists found a place to take root and grow, ignored and even assisted by the Taliban authorities who filled the power vacuum left by the retreating Russians. They now had a place to organize, train, and orchestrate their attacks against the Great Satan. (Note: bin Laden and the main Al-Qaeda network were headquartered in Sudan, another backwater ignored country, from ‘92-‘96. They relocated to Afghanistan upon being expelled by the Sudanese government by demand of the U.S.)
Al-Qaeda is credited (sometimes dubiously) with the following attacks in which Americans were murdered during the Clinton administration:
The “liberal/Democrat” style of foreign policy, as showcased in the ‘90s, was to negotiate with other countries to do the work while backing them up with low-risk military actions. See as examples American intervention in Somalia and the former Yugoslavia. The most directly militant Clinton ever got was the cruise missile strikes into Afghanistan and Sudan in retaliation for the embassy bombings. Very low-risk to the U.S. (literally launching missiles from warships hundreds of miles away) with the chance for high-rewards like killing bin Laden. Ultimately, those strikes sent a contradictory message: the U.S. had the capability to hit anyone, anywhere in the world but lacked the stones to prosecute its will to a successful conclusion.
The “conservative/Republican” style of foreign policy is much more directly militant and willing to exercise military power on a grand scale to achieve its goals. See for example Operation Desert Storm and the invasions of Afghanistan and Iraq. Neo-cons and the New American Century types saw Desert Storm as the model for how the U.S. should intervene and protect its interests around the world. They spent the entirety of the ‘90s crying about the Clinton administration’s foreign policy. From their point of view, 9/11 effectively proved them right; it’s more dangerous NOT to be the world police. With Bush in the White House and the Neo-cons in power throughout government, major foreign intervention was the norm of the 2000s. And since America became the world police, it hasn’t been hit by terrorist attacks at home or abroad like it was in the ‘90s.
Why did America continue its world policing despite the change in political leadership from Bush to Obama? Pragmatically, the Democrats, who have their own cadre of Neo-cons, decided that it worked. They scaled back American intervention a bit (no new invasions), but they preserved the willingness to overlook another nation’s sovereignty to launch drone strikes and commando raids against suspected terrorists. Obama didn’t really change the policy, he more tailored it to Democrat sensibilities.
Trump was basically unable to make any real changes to American foreign policy, and Biden is just Obama 2.0 (more like 3.1).

Could two bad actors potentially create accounts and then use them to initiate DMs together with the purpose of "trading CSAM" so as to cause the Kiwi Farms servers to be hosting that content without it being visible to users who could report it? That's the only way I could imagine Kiwi Farms somehow having CSAM hidden somewhere, but surely there's checks and balances in place for such sabotage. Otherwise, Graf is a retard.
