That's exactly how it's going to be played at the table though. Like Beamtown Bullies looks like a funny good time commander and then you inevitably use him to give people a free Leveler.
Well frankly its not even that good of a card.

Jhoria of the Ghitu does this and does it better.

She affects all slivers. It might do something if you can make many. Like, make them all eggs, cast Atla-Palani and sack them.
Wouldn't you want to keep your slivers around, rather than saccing them to flip into more slivers? That's where the disconnect is. As far as I can tell, she's just another slivers commander that allows you to insert a suite of support for a different tribe - make them also humans so Sigarda 2 can give them hexproof or something, or dragons so that Dragon Tempest works or Wrathful Red Dragon functions as another of the spiteful sliver.

You could combine her with conspiracy effects to make all tokens first slivers, then use her effect over top of it to make them also something else - but it's so many layers that it just isn't efficient for what is already a grossly inefficient strategy. It's just really limited.

Is this really necessary for slivers?

More importantly, when did they decide to go back on the Sliver design?

Weren't they redesigned to be tentacled buff dudes at some point? Or is this some plot nonsense I didn't care to follow anyway?

They went back to the dominaria design with modern horizons. Personally, I’ve never been a fan of slivers in general, but this just seems like more of a desperate cash grab. It just seems like they want to push as much of a lazy toolbox design as possible to justify the $100 price tag that would go along with what’d be spent to get the necessary slivers they won’t be including.

it's a lot of words but this does make her an alternative 5 color TRIBAL commander for anyone as her ability essentially reads "make a 1/1 colorless token of tribe of your choice"

I mean morophon is still far superior but you've at least got an option if you want to try to run some wide board clogging build. (I still laugh at the GK deck where someone ran Morophon to command avatars - Progenitus for 5? Ur-dragon for 4? Free Niv-Mizzit? So dumb.)

Morophon is just a more hilarious card, this just feels like they’re trying to replace sliver queen even though you can play fine without it.
MaRo in his article on Modern Horizons said of Morophon:
This card came about because my list of player wants included a giant number cards that essentially were commanders for specific creature types with the creature type suggestions being all over the board. I knew we couldn't design all of them, so I set out to make a card that could serve as a commander for any one creature type. My goal was simple: It had to be generally useful for any creature type and it had to have a five-color color identity so that any combination of colors could use it as the commander.

The "tack on any type" of the nerd girl feels like more of the same. I bet almost anything Mark encouraged the "any type" segment on her for this reason.

It’d be a way to include future types that’ll become tribes like lhurgoyfs or any others not given support.

This all sounds about right from what I remember from the wotc survey they did like a year ago… I’m happy to see that a few of the concepts didn’t get picked up at this point for creation.
