I'd say it's exactly the opposite. Impending cards get used by slow grindy decks as a way to get around restrictions (Keruga Fires) or using abusing Enchantment tribal or Blink cards you were already going to play ( Keruga/Yorion fires, Zur Enchantress, any deck with Beanstalk).Start Your Engines is just another type of Impending effect except you still get a creature and just have to wait for it to get better. However it doesn't use counters so there's currently no way to manipulate it. Unless they start showing cards that do.
Basically Impeding cards are a win con for decks with inevitability and Start You Engines is supposed to give inevitability to aggressive decks that probably won the game on turn 4 anyway. There's maybe a chance they could see play in a 8 rack style deck or something but for the most part they seem weaker then other cards you could put in your deck and just win the game with.
