Cloud was never SOLDIER though. It's an aspect of his delusions, and representative of the identity he wrongly believes is his own. This would be my implementation:

"Cloud, Living Legacy"

Like it's unplayable in constructed. There's sort of a tap down theme left over from Eldrain2 but it was pretty terrible and unless there's a lot of support for obnoxious stalling tribal in this set I think it's still terrible.

It is an okay size for the mana cost, There are Vanilla 4/5s with higher cost so its okay on that metric.

The fact it only gets to attack once is kind of meh...but it will clear the biggest blockers so it will probably get through on most boards, I wish the first and second chapters were separate so the first creature you tapped with it would still be tapped when chapter 3 resolves so you can guarantee 2 draws.

It will probably be insanely good once rotation happens and we lose Cut Down from Standard and basically every removal spell will be more expensive than what you payed for Cecil.

I think this might be a far far more powerful card than it seems at first. It has Similar Stats to Delver of Secrets but doesn't need to be flipped to be a threat. Sure Delver has flying, but Death Touch is Pseudo Evasion and well if it is killed in combat Cecil is very likely trading up on something. I would say that if Fatal Push and Cut Down weren't around this card might be straight broken.

I'd say it's in the running with Monkey and MH3 Energy 1 drops for best 1 drop ever printed. Edgy side can't be meaningfully blocked by almost every 1 drop in the game, very few 2 drops have the 3 power to trade even with it either. 4/4 life link swinging on turn 3 is a real clock, he's a great card for both aggro and tempo decks and probably good enough to show up in midrange decks too.

Just an FYI if any non-ff14 andies wonder why this random guy you've never heard of gets yawmoths friggin will as a passive on his transformed version. The character is a massive part of the duration of the MMO's story, beloved by most everyone who takes the time to sit through several hundred hours of storytelling to get there. As a card he's also absolutely packed with flavor, each ability directly tied to his character in the story. I only hope they're able to do everyone's favorite character as well as they did Emet.

Also, just in case it's not clear, reading the card explains the game, or something.

Not bad flavor wise. Also has a neat dynamic where he acts as a weak board wipe, and powers up off of the cards the wipe kills.

I just assumed it was the guy who was in charge of that stupid empire and he fused with Hades or some shit, because god forbid the player get to summon the actual summons from the mainline games instead of getting permanently stuck with the Faggy Little Carbunkle forever.

Sephiroth being a Massacre Wurm is about as on point as you can get.

Now that I think about it. I don't really see the influence of blue here. Vigiliance is secondary at best in blue. He would probably be better with flash, maybe have him enter tapped if you add flash, so he can't be used as a blocker when you use him as a combat trick the same turn.
