I am inspiring to be that one neckbeard because every lgs need a villain that makes everybody uncomfortable.

The answer is obviously Kamba, Kha Regent.

Furry bait, mono-white, equipment, cleric… ticks all the boxes of being despised by all players at the table. I’m sure you can find an Etsy alter that is enough to make even the most gooner coded magic player cringe in embarrassment.

ETA: I argue white+ anything is the best color for this idea, as you can run Wedding Ring for ultra waifu cringe.

I think Universe Beyond will inflict more cringe damage but I am a novice in the art of neckbeard so I think I will go with Magic Lore.
Well if you are wanting to be the villain you have to play Simic..and well people hate planeswalkers so I would go with the desparked Kiora.

Simic, Cascade..a bunch of evil things are merfolk so you can go merfolk tribal.

You can even put in Stasis to really tilt people..

Quite a few options:

Tasha, Sen Triplets, or Jeleva lets you steal cards which is normally not much liked. Plus, means you get to touch their cards with your grubby hands.
Kydele and Tymna are almost meta so you can be the one competitive player.
Atraxa has plenty of annoying routes, whether superfriends or infect.
Hanna has Terese Nielsen art, and works well for Stax or pillowfort. So you get to be a little edgy too. Brago is also really good for stax, and has a Miku art.
Savra lets you force a bunch of sacs, and does have a weeb variant.
Visara for the flavor text.
Braids is a good choice. Braids, Cabal Minion is a bit more annoying, but also doesn't have weeb art.

Light-Paws, Emperor's Voice has an absurd cost-to-power ratio and is trivial to build, simply pick whatever auras you think are the best, cram these into your deck and you're pretty much 90% done.
In most pods you'll start hitting people for 21 before they even finish setting their board up. Removal is a concern for sure (especially exile/sacrifice effects) but there's plenty of auras that make Light-Paws indestructible and spells that recur all auras from the graveyard, so it's not like you're powerless once someone hits you. There are no auras that grant hexproof but there's a couple of protection effects. She works with all auras so pacifism effects are also a good choice for her.
My favorite thing to do is to tutor for Pariah and cast it either on Light-Paws once she's indestructible or on Phyrexian Vindicator. Pariah is also pretty funny to cast on the opponent's creatures since you still get zero damage if someone hits you but it might get rid of the opponent's creature.
You can also slap lifelink on her and then simply play cards like Felidar Sovereign or Test of Endurance because you'll easily cross the required life thresholds. I actually took out Felidar out of my deck because it was simply too easy to win this way.

As far as making playing uncomfortable, this would be a prime candidate

Not exactly a woman, if nothing's changed, but really complicates everything. You can guess play pattern from just looking at that textbox.

I do have that deck!

Not yet. I focused on ramping and drawing so I can get big sea monsters out and smash them into the table. (I'm looking to add some fogs and be annoying.)

It was fun Sunday to use Kiora's ability to get a trench gorger out and eat all 19 of my remaining lands out of my library.

These are the sleeves I use for the deck too.
I guess hard stax makes little sense in Sea Monsters.

Too bad the flavor, art and setting are the worst, maybe ever in mtg history
You, uh, have an aneurysm and forget about the set right before this one?

Even beyond the set to unseat both Homelands and Dragon's Maze, Avatar is closer to classic-MTG than was any in-universe set released last year, and every in-universe set released this year other than Tarkir.
You can have MKM and Aetherdrift. I'll take FF and ALA.
