Captain Olimar. He's a space truck driver/scientist that is not only a captain of his ship but becomes a captain for the pikmin he helps save from extinction.
Leading a group of 100 pikmin with you to battle and explore has to count for something.
He co-worker Louie also has those legendary pikipedia entries for the creatures he eats.

Senator Armstrong. All memes aside, he added just the perfect amount of levity and appropriate cheese. The entire cast of Revengeance were B+ for different reasons, but Armstrong was that perfect frosting for the cake to elevate it. It made a game that finally was serious enough but fully embraced just how ludicrous the Metal Gear world is.

I’m willing to argue that the characters from Streets of Rage were pretty cool. They all come from different backgrounds and lifestyle, and yet the find one common goal to stop crime that’s being infiltrated and planned out by their corrupt local government in the big city.

TL;DR - they’re your underdogs’ favorite underdogs.

Also, Max Thunder is like, one of the greatest names EVER.

Oh, also one of my own personal favorites....

The young hotshot kung fu badass was already pretty well entrenched, but it was honestly so cool to see a beat em up where the FRIGGIN MAYOR decides to just rip off his shirt and go pile drive his city's crime problems. Still holds up for me. He's the politician we need. Axel, Adam, Blaze and company are worthy heroes, but if Oak City elected Haggar to office, he'd have german suplexed Mr. X within his first week in office and cut promos on anyone voting against his anti crime bills.

his a pretty chill dude that wants to provide for his family and hang out with his puppet/robot friend. even when his friendly, he wont back down from a fight when pushed and will stand his ground for what he think is right. some of the interactions with the weirder characters is also hilarious with him mostly playing the straight guy in the jokes.

Captain Commando partially because Marvel vs Capcom made him and the other Commandos feel like an actual team, but I liked the beat em up a lot when I played it before MvC.
