Yup. We have a federal republic. Instead of one government agency fixing all the roads it's federal, state, and municipal. Some localities don't have the money others redirect it to their pet causes.

On wages, you need to convert into USD and adjust for purchasing power parity. Once you do that the US is on par with Europe.
As to infrastructure, again we operate on a system of a federated republic. That system limits the amount of federal dollars for grand projects but it's the system we have and since that is unlikely to change we need to operated with that in mind.
