Reinsurers to bear the bulk of insured cost of Baltimore bridge collapse, says AM Best
Shortly after 5am local time, container ship “Dali” reportedly lost power before passing under the bridge, which caused the vessel to sail uncontrolled into a pillar of the bridge, resulting in a major collapse.
Videos online show the extent of the damage with a large section of the bridge, which was 1.6 miles (2.6km) long, collapsed into the river, leading Maryland Governor Wes Moore to declare a state of emergency and close the Port of Baltimore to ships.
It’s been reported that the value of the bridge itself could be about $1.2 trillion, while there’s also been extensive damage to the container ship, which was deporting for Colombo, Sri Lanka.
Reportedly, Aon brokered the bridge policy for its construction, value, and replacement, but reports suggest that any claims against this are expected to result in subrogation to the shipowner’s insurance coverage.
The Dali is owned by Grace Ocean Pte. Ltd. and it’s been confirmed by marine protection and indemnity insurer the Britannia P&I Club that it provided part of the coverage for the ship.
While severity is still to be determined, it’s clear that the accident will impact several lines of business, such as property, cargo, liability, trade credit, and contingent business interruption, with marine insurers and reinsurers undoubtedly involved in the loss.
According to ratings agency AM Best, reinsurance companies “will bear the bulk of the insured cost” of the collapsed bridge, while S&P warns that the event will have “major implications for reinsurers and the wider marine insurance market”.
Liability cover for many vessels is provided by P&I Clubs – protection and indemnity insurers, a sector dominated by the members of the International Group of P&I Clubs, which together insure some 90% of the world’s ocean-going tonnage.
As explained by AM Best, as part of the Group’s pooling arrangements, members mutually reinsure each other by sharing claims above USD 10 million, while the Group also purchases general excess of loss reinsurance cover up to USD 3.1 billion in the open market.
“While the total cost of the bridge collapse and associated claims will not be clear for some time, it is likely to run into the billions of dollars – well above the USD 100 million attachment point for the GXL contract,” says AM Best.
“The claim will likely involve several insurers, reinsurers, subrogation, and legal issues and will serve to add to the increasing challenges in reinsurance availability,” continues the rating agency.
What’s clear is that this accident has the potential to become the largest insured maritime loss ever, exceeding the $1.5 billion+ cost of the Costa Concordia event, which capsized in 2012.

I am surprised the anchor even did something. Usually whatever is on the bottom of the sea just breaks as the anchor plows through it. Or the chain snaps.It would appear that the anchor was deployed, see bottom right of the attached picture. Don't know if happened before or after the ship hit the bridge. If they deployed the anchor in a last ditch attempt to stop the boat, it could explain why in the video - it appears that the stern of the boat is swinging to the right while the bow is going to the left.

4. There is evidence that the ship’s power plant suffered catastrophic failure which could be due to a lack of maintenance, design flaw, or freak accident.

We can see from the video that not many vehicles were on the bridge at the time. The headlights visibility is strong.Somebody will have to hang for this. At a minimum 7 people are dead from the pothole repair crew since only 1 of the 8 on that job was rescued alive. But that's just the start. Authorities are being mum on how many vehicles were on the span when it collapsed. Or how many people were IN those vehicles. Since right now they have no way of knowing.
Considering the outside air temperature at the time of the incident was 32 degrees Freedom Units, 0 degrees Commie and the water temperature not much better, the odds of anyone surviving in the river more then 15 minutes without survival gear is negligible.
And that does not even start for how much this is going to cost the State of Maryland and the USA itself. The bridge itself was built at over 700 Million 1970s Dollars. It is also a critical component of a major east coast port and the one closest to the US Great Lakes and Midwest that Ocean Going container vessels can enter.
The cost is absolutely astronomical. Just replacing it will be in the tens of billions. Then there is the opportunity costs. in lost business opportunity , transportation costs, lost tolls.

I'm guessing neglect and lax crew policy.The ship in this instance was well recorded, there are "black boxes" aboard many, and the ship is still afloat and able to be inspected. The NTSB should be able to provide thorough answers to what happened. It feels like this is going to come down to corporate neglect in maintenance and grander negligence, and hopefully not one careless individual.
