"Dare Share" straight up cannot pronounce the "TH" sound in English. Three is pronounced as "free" and "This" is "dis". Dare Share is confirmed to be something he calls himself as his name is "Derich" (Derish) Ip as he pronounces it like that: Derich pronouncing his name

Much like a cargo cult adherent, he doesn't comprehend the mechanics, purpose, or motivations behind giving someone a shout-out on the internet. He made dozens of those shout out videos, identically formatted, featuring people who he is vaguely aware about but in many cases does not even avidly follow or really know, broadcasted to basically an audience of zero.
Best guess is that he had seen other people with access to bigger platforms and audiences give shout outs with tangible benefits to those featured, but he doesn't understand that the effect is dependent on the reach of the platform/audience and the specific circumstances of the person being shouted out.
Maybe that is why he finds Twitter so gratifying. Not only is it faster and easier than making a video, he can directly ping his target and sometimes even get a conversational reply back. I doubt the videos ever gave him comparable satisfaction in engaging with his targeted persons of interest, so Twitter provides a major dopamine hit upgrade
