They're popular outside of the punk scene too, and again, the people who wear them tend to be aging, balding, and fat. Maybe if you live somewhere hot they are fashion accessories but if you live some place with actual cold winters wool caps and/or toboggans are pretty common for normal guys of all ages to wear. Guys that have nothing to do with the punk scene or trendy shit. They get pulled out or put away the same as scarfs, gloves and coat as part of your winter gear.

Ball caps are wigger coded but they also for sunny weather.
