They're not stupid. Everyone knows who they're dealing with, especially if they're currently practicing officers of the court. They know how to use a computer and do internet research.

The most likely theory is he's free on his own or in a halfway house (which is entirely different from a inpatient group home). There are all sorts of programs that use shuttles / vans for transport such as welfare assistance and elderly care. The town he is in is incredibly rural and if they have some type of program for welfare assistance it's probably not going to have the money to have a bus.
