It's still amazing to me that you can rape your mom and just walk free after a year or so. You can go to jail for about that long for driving with an expired license, and much longer for making a mistake on your taxes. I’m not sure those things are legal in the US. If the home is privately ran, my understanding is they reserve the right to kick people out for violating rules. The gov can’t force them to keep someone they can’t handle, after all. The threat of being kicked to the curb has to be there to keep some tards in line.
