Usually if new people come someone lends the new guy a legal deck. First graders can play Pokémon and he already knows the basics so the new stuff could be explained to him in like 15 minutes. I meant more like Snyder was a private business owner and could ban him for any reason he wanted with no repercussions at the time (besides being hit by a car) whereas now he is more likely to be able to stick around somewhere longer due to his autism holding more weight.
