Preloading is something the dev/publisher need to OK. It's not something Valve is authorized to do.

stupid question I know and ignore if you don't have windows ten but are you sure your graphic drivers are all up to date?

Have windows 10, updated all drivers, the issue seems to affect varying users with W7/8/10 regardless of processor or GPU.

Ah ok, I only asked because not 30min before you posted my graphics card informed me of a driver for PP on win10
