I looked at the careers section of the IBM website recently and all the first world countries had 1-3 management jobs open and literally everything else (1000+ openings) were all in India.

Windows has so many legacy components, you can tell what parts have been Jeeted. Like the Control Panel vs Settings menu, Jeets are too scared to remove the Control Panel because of how deeply integrated it is into Windows, so you still get the better and older UI.
Unsurprisingly, majority of the legacy codebase was white-developed. That's why it's still functional decades after production.
There is always 10 LTSC if you want to stay on 10 specifically. Although no guarantees software will continue running on it in the future once the main edition of 10 loses support, I suspect Microsoft will strongly encourage 3rd parties to drop 10 very quickly after November.
