Even MK11's plot is not even as much as a trashfire as MK1's garbage writing and uglifying women and no soul in every Kombatants' voice lines.

Christy Vee is a whiny sjw and shitty VA herself, but she can outperform Megan Fox and Lousy Rousey (that's not saying much). Don't forget about the Switch version being an absolute trashfire, and Woke Kombat 1 has more guest characters than characters from the MK games. I still don't get why Reptile looks like a hipster faggot version of Donte in Woke Kombat 1.

AFAIK he was planning on leaving Midway for some time and wanted to go solo... which wasn't successful at all. Then in 2012 he went to Zynga (a.k.a. the company that made Farmville).

In addition to what the Kiwi above said, Tobias felt he wasn't appreciated as much in Midway anymore by the suits, who wanted MK to focus more on the gore and violence and less on lore and world-building which was his side of the franchise.
He also stated being a bit burned out on MK after almost a decade of non-stop MK this and MK that.
He has tweeted feeling a bit of nostalgia for MK, which causes some fans to hope he joins NRS and "saves" MK, but that'll never happen as he wouldn't have final say over the visual design, story, and art direction anymore and he's pretty comfy where he is now anyway.

Back before Woke Kombat 1 was made, it was all titty strippers in MK9 and it sold 1 million in its first month because horny teens like seeing tits, violence, Scorpion, Sub-Zero and Mileena. MKX did far better than MK9, albeit with toned down stripper designs and decent lore, and then MK11, only best-selling NRS MK title and has a garbage Multiverse bullshit plot, jobbers, bald Kronika and Ronda fucking Rousey. MK1 did far worse because they take consultants to "better MK and resurrect it to the modern audience", only for it to flop later on because of Megan Fox, man-faced chicks with man body slapped with tits, nonsensical designs and a worse plot than that of 11.

How hard can that be? Mortal Kombat 1 is said to be Injustice 3 retooled at the last minute, which is why the first season DLCs include two evil Superman and Peacemaker. Rain can easily be a reskinned Aquaman, and the kameos fit more into Injustice anyway. So, the groundwork is already there.

I’ve not only heard all this before as well, but I remember also hearing claims that Shao was retooled from Steppenwolf (axe, eh) and kameos from “sidekicks”. It really feels like sometime in the future we’ll get the confession this retooling was true.

Maybe that's why they went from teasing MK 0 with The Great Kung Lao and a potentially decent story that's been begging to be told since MK3... to this Marvel multiverse garbage with a plot that seems like it was written on a napkin in 15 minutes and rushed out the door; they were forced to make a new MK rather than I3.

Not like I3 will be any better. It will never be better until they cleanse themselves from the trannies, hire proven-success DC (ex)writers, and let Ed Boon's gooner lust for scantily women return full blast.
