It's for health safety of the girls participating, it can also give some insight for nurses or whatever whenever issues come up.

It's just part of standard health information for girls, they aren't asking specifically about menstrual cycles they're asking about everything health related and that's one of the questions. This is supposedly now an issue because "critics" believe it will be used to find people who had abortions.
