You can actually remove the section by commenting out a single line in one of the layout files. CProgram Files (x86)\Steam\resource\layout\gamespage_details_news and put a // before the line GameDetailsNewsContainer.ExtraVerticalSpacing "64"
This may only actually work as part of a custom skin, but you can make a custom skin by making a copy of that resource folder in the skins folder, renaming it, and changing the gamespage_details_news files there, then selecting that renamed skin folder in Steam's Settings, under the Interface tab.

Chappelle has always been quite funny and bridged across audiences, white or black. He's simply a proper comedian, and whether you like him or not you can respect him for treating comedy how it should be treated. With free speech interwoven and jokes/scripts that make you laugh whatever the target (yes, that means he can joke about white people or Trump too).
