Do we have genuine confirmation this is Nepenthe, or is it merely a highly educated guess? My memory might be at fault here, but I do recall that, when this picture was first posted, it was merely highly probable that Nepenthe was the woman wearing the cap, and no other piece of info seems to have come out.

I don't think it's absolutely certain. I forget the source, but it's consistent with the description of her as about 4'11".

It's an extremely mild version of a law that's in place almost everywhere else in the world.
It's a small fine, in other countries you can have your car seized or driver license revoked for it

I don't think Nepenthe is quite ready to go full "white woman oppressed by Senran Kagura/tits in videogames" as of yet.

But in saying that, white male to female troons have long challenged for the #1 spot in the Oppression Olympics. Nepenthe doesn't like this, hence the attempt at being a trans man. But a black trans man is just like, bitch please, deadbeat dad issues. That tactic will need a rethink, a transracial white female to male manlet might just about do it for Nepenthe.
