Officially, it's a deflection technique where you focus on how things are said rather than what is being said. For example, if someone yells at you for being a gross dipshit but you choose to ignore that in favor of saying something like "hey please stay polite, I didn't attack you". It's typically used by troons to explain why they're completely within their rights to wish death by rape on women who won't suck their girldicks ("I'm a persecuted minority don't you dare tone-police me").
