The funny thing about this is just how few modern women wear dresses. 80% of women, more realistically 95% wear jeans/yoga pants/leggings in the winter, short shorts in the summer. A lot of chicks don't like the idea of a strong wind blowing up the bottom, prefer sitting cross-legged without exposing themselves, or just prefer pants(We aren't that far away from the generations where skirts were practically mandatory, so pants/shorts were actually liberating and equal for women). They steer towards dresses because it's so un-masculine & transgressive, and have zero cultural awareness.

Women like leggings and short shorts because it makes it easier to show off their legs, asses and vulvae. This is why women's fashion trends revolve around how best to draw attention to their sexuality, while you don't really see men wearing jeans so tight that you can see the outline of a guy's scrotum. So one of the main reasons that trannies don't wear leggings or hot pants much because it makes it that much more obvious that they're not women. Especially those fancy new leggings that go right up the ass crack and make a V-shaped crease around the crotch.
