For large publishers and commercial games I find it hard to imagine that it is about cost savings. The costs for VA is surely just pocket change compared to everything else involved in creating a game.Their argument is that if we allow AI to be used on amateur products, that will "normalize" the practice and make it okay for large developers and publishers to also use AI voices.
